It is software that is developed here in the Philippines, by a
Philippine based and Filipino owned enterprise, acquired for a fee and
non-redistributable.

There are open source software developed using non-open source tools
-- think Linux the kernel, developed with source code control software
that is non-open source (bitkeeper), a lot of open source projects
that run on the Windows platform were created using tools by Borland
(Kylix/Delphi), Microsoft (MS VB/C++/C#(.NET or otherwise)). The tools
used does not define the product developed (nor the licenses of the
products that were developed using these tools).

I cant see why it will
be disadvantageous to any goverment to use GPLed softwares the fact is
clear, it is free to use. Also if goverments are going to use open source
software then it is subject to transparency and less hocus focus, nothing is
hidden under hood.


How about support? How about accountability, responsibility, and reliability?

Transparency? It can be addressed by being able to acquire the source
code by which the software was created -- and reviewed by third party
contractors.
