After all, they are Ilocano and Bisaya. If they don't choose to speak
English, then that's their problem. If the don't choose to speak
Tagalog, then that's their problem. Requiring Filipino to be the
language they use is not the answer.
And besides, you're arguing something that's off topic. It was a
metaphor, and if you choose the argue the metaphor instead of the
actual point of the metaphor, then good luck with you in life.
