you're in the philippines dude, so i'm assuming that all concerned are
filipinos, not chinese, not italian, not french, not spanish.
So what if I'm in the Philippines? Does that prevent me from using a
"foreign" language like English?
And being a citizen in the Philippine Republic doesn't require you to
speak Filipino either the last time I checked.

if you stayed or been to the provinces, you'll know. i've given
lectures to
an all bisayan audience, they sure understand my filipino, same goes
to my
all ilocano audience in bagiuo city.
I lived in Laguna. I've worked in Bicol. I may not be "giving lectures
to an audience" but most of the people I meet from Visayas and Bicol
(not the literate kind that go to the lectures and stuff) don't
understand Filipino/Tagalog right away -- there's a bigger chance that
they understand English because in the first 6 grades in elementary,
they get taught how to speak English anyway.
