programming language that gets compiled/interpreted/transmogrified to
run in an execution environment, and not `code whose syntax(?) runs on

In any case, let me reiterate that the bill allows government to transact with
software developers using ANY programming language as long as the final
output is FOSS licensed and adheres to open standards

Your reiteration isn't good enough.  Clarify the bill, but not so as
to remove the obvious deficiencies; do so that there are obviously no
deficiencies.

That said, the draft does seem to have no obvious deficiencies.
Still, there's the frying pan (and the fire) to set this bill on, so
I'll wait and see if it cooks OK (or gets burned like toast...)
