i have a question to ask, let's say that this bill gets passed into law, how
sure are we that it is going to be implemented to the fullest? we are a
country with too many laws but the problem lies in the one enforcing it.

I know of at least one law that has an oversight committee in
Congress: the E-commerce Law. There could be something similar in the
FOSS bill. And then, Of Curse, since this is *still* a government by,
for, and of the people, we can assert our rights as citizens and point
out shortcomings. The IE *requirement* of a government Web site, for
instance, is an aberration, FOSS bill or not. We should complain
loudly about that and not wait for the passing of the bill.
