i think the telco have to enable gps option, for Smart ithink they can do that right away since they are using CDMA if im not mistaken (care free to correct me, my memory is very bad and im just recalling info's from a year ago already). I think by just designating a group of volunteer on an area will will suffice. lets say 6 out of 10 people reports the tally is 500 vs other reports then just trust the majority.Cheaters would have to coerce at most 6 volunteers just to manipulate the report >_<

anybody with a 1000$ fpga and a modified adsl modem can do that. but
of course you can be caught very easily since you are affectively
announcing where you are.
