sysadmins do some developments on their spare time, which is a _lot_
especially when they've already automated most of their routines. it's
more productive that way than acting like a passive (IT) security "guard".

i also agree that most sysad jobs are now being outsourced. perhaps
the upper management already noticed those "idle" times.
