Ithink it's more than jsut encouragement. There are actual requirements.

Yeah, you're right. I see though that the requirement that all the
drugs be made generic and sold as generic drugs (that is, the active
ingredients made public and a generic version made available) if they
are made here in the Philippines. Imported drugs have to be defined in
terms of the generic name, and that the Philippine government should
buy drugs defined in generic terms.

So that means All the drugs in the Philippines should have a generic
name, and that the government should buy only in terms of generic
names...

So that means the Philippines can buy any drug because any drug in the
Philippines should have a generic name anyway, right? :D

I don't see anything wrong here. :D
