You can get Acers at Villman for under 30k pre-loaded with Linux.

Currently, one of the work laptops is an Acer Aspire 5570; apparently, my boss was able to get it *without* Windows (it had a minor-league Linux distro installed though, which we wiped out in favor of Ubuntu). The machine's a Core Solo 1.8GHz, Centrino (so all Intel). The only kinda sore points (if you're of the "my system must run on purely free software" bent) is the built-in WiFi card which must use a binary microcode blob and a binary-only daemon. Other than that, the whole thing works out of the box.
