To explain this further, in proprietary software, what you're paying for is a license to use a software (plus support, and some other stuff) meant for use by everybody. Custom software, on the other hand, the client pay for the cost of development of software specific to his need. BTW, by free software, I don't mean that the software will be under a your typical free software license like the GPL, BSD, or Apache License. It can be some license that you made up, but as long as the four essential freedoms that I mentioned in my previous post, that's still considered free software.
