Manpower shortage yes....but I don't think new companies are being formed.
It seems fewer people are interested in CS (at least in the US)

actually, if you've attended their last conference, you'll hear something 
like this: "the best will start their own company and [might] sell it to the  
bigger players in the industry and then moves on to the next venture".   :)


and that's one of the main causes of manpower shortage on this part 
of  the globe but creates a lot of opportunities elsewhere.
