A live linux cd preconfigured to just do firewall duties (no gui, no other apps, minimal kernel, and no growing files/logs) could fit on a very very small image (even a floppy disk). So yes, the whole root fs image can be copied into RAM (along with initrd root). Even 256mb ram or less will suffice as long as the os image size can fit. No need for hard disk too. As long as there's no growing files/heavy IO, it can run for a very long time. IO is also very fast since its in ram (loading rules from text files), but you have cap your log files or implement circular logging so it won't grow and eat up what's left of the RAM.
