Costs sometimes more money to replace it and if it is working perfectly well 
why would you replace it.  So train someone to use RPG or COBOL is the most 
effective way to continue.

Most of these will be Banks, Insurance, Financial Type systems which don't 
change much over the years and that just work, Rewriting and checking if it 
is correct, all the auditing required just for a minor change, the 
justification to change is just not there. And you can still buy new systems 
to run it on..
