I guess if you took a "stock" AIX installation (or maybe HP-UX?) it would have no Perl.
It boggles the mind that such a beast (a Perl-less Unix?!?!?!) would still exist though. Vendors (like Oracle) get around this problem by bundling Perl with their products, just in case there's no system Perl.
