The Globe Broadband I had before had a fake (private) IP, so no
hosting for me... of course it was only the 999-peso, 1.5Mbit plan.

In my experience in my area. the 1.5Mbit (with no CIR) was pretty
fast, I downloaded the entire FC8 DVD ISO in 10 hours.
