one of the first places i worked for... WAY back in 2k, we used Globe  
DSL. it was fine. we ran the web host on a 512kbps line. we could do  
that because the only ones who were going to be using our page are--  
well guys who worked for our company and sister company abroad.

as for the trouble with tech support/it support and connection  
problem--- that really would depend on a lot of factors and every  
isp's got issues.

bottom line: you need to know

1) your upload speed--- is it good enough for the kind of traffic  
you'd expect?
2) you need ports open or at least access to get and close ports for  
any ISP.
3) IF uptime's really that important to you.... Always get 2 or 3  
lines. it saves you the trouble of finding out that the site's down  
because your one and only local isp's broken too. Redundancy is your  
friend.
4) Consider also that if you're hosting it locally (i.e. yourself)---  
when a storm comes and knocks off the power or the ISP's line for a  
week, what then? Can the service you are providing stand that?
5) If all this trouble makes you go crazy, you might find it cheaper  
and saner to just outsource the service, long term.
