I had the above in mind when I was evaluating CMSes.  The answers,
however, led me to Plone.  It can do all of the above and more.
However, Plone can be difficult at the start.  There are a lot of
concepts to be learned.  But I am convinced that the time you put into
it will pay for itself in the future.
