Only Congress has the power to amend the Omnibus Election Code, they have
all the time to amend this but they didn't, who would want to amend a golden
goose, right?

It's not yet done, not yet anyway, AFAIK Comelec committed a grave mistake
by violating the automation law, under the Automated Elections Systems law,
poll automation should be pilot-tested in selected areas before it is
implemented nationwide. It's common knowledge that they only tested this in
ARMM which is a clear violation if you ask me. And if Atty. Harry Roque's
TRO is granted then we all know what's next.
