It's possible, but seems unlikely. I was able to verify w. netcat that 
port 123 is open on the particular NTP server you couldn't connect to:

r...@mc-goose:~# nc -vvzu 75.144.70.35 123 123
splenda.rustytel.net [75.144.70.35] 123 (ntp) open
splenda.rustytel.net [75.144.70.35] 123 (ntp) open
 sent 0, rcvd 0

Is another process already bound to port 123 =>lsof -i :123. You might 
need to install lsof or net-tools pkg.

What happens when you run ntpdate w. -dv (debug verbose)?
