I can only guess that your router, firewall or provider is blocking port 
123, or the port is not properly configured on your PC.  If you have 
nmap installed, (sudo apt-get install nmap), it can tell you if the port 
is open.  Try these, each should show that the host is up:
  nmap -p 123 localhost
  nmap -p 123 your.router.IP.address
  nmap -PN -p 123 pool.ntp.org
