I strongly recommend not making /etc/motd your random quote file. Use
/etc/motd for your server specific messages that you want your users to
know about.
Modifying /etc/profile, or /etc/csh.* to add your random quote mechanism
is a better strategy.
For one-time messages, the news command is useful to integrate into your
system wide login scripts.
