You should build linux 2.4.X to take advantage of its new features,
like 32bit UIDs, the new devfs, shared memory, better resource
management, better support for PCMCIA, USB, I2O, improved RAID, LVM,
reiserfs, etc.

Some of these features are not available without the proper libc
support: glibc-2.1.3 may not support a number of these features; you
need glibc-2.2.1 for 32bit UIDS for example.

So you need to upgrade to both linux-2.4.X and glibc-2.2.1, and to do
these you need to upgrade the tools needed to build them.  If you
unpack 2.4.X, you will want to read /usr/src/linux/Documentation/Changes
for a list of these tools.  glibc-2.2.1/FAQ will also give another
list of needed tools.  One tool that comes to mind is gcc-2.95.2.1;
gcc-2.95.3-prerelease works, but it is a prerelease and some people
do not want to use prereleases. gcc-2.96 (RedHat) does not work at all.

Of course you need to download all these tools, but if you are having
trouble downloading 2.4.1, you will have trouble downloading so many others.
So my suggestion is to wait for SuSe, RedHat, etc to come out with
distributions that have all these new stuff.  I heard that SuSe already has
with its latest release.  Do not get the imcremental upgrades that RedHat
posts in its upgrades directory; wait for the entire RedHat distro.

If you insist on upgrading, use linux-2.2.18 instead.  It will work nicely
with the present glibc-2.1.3 that is so widely used in present distros.

If you really insist on linux-2.4.1, you will find that "make modules_install"
is broken, and will leave some dependencies unsatisfied.  You can leave those
alone if you want. Yes you need modutils-2.4.2, the latest.  It is better
though to get patch-2.4.2pre3 or later when it comes out.  With this, you have
fewer unsatisfied dependencies. ./drivers/telephone/ixj.c has an error that
I had to manually fix.  This is the trouble with using bleeding edge stuff.
