I could also help a bit on development under Linux, though my skills are
quite amateur, and I defer to the real programmers here :) I was thinking
along the lines of getting people who know how to program in Windows and
help them develop under Linux as it makes them more productive. This will
also help in showing that Linux is a good R&D platform for the Philippines'
efforts.
