yes. you can use radius even if you don't have a router/nas. but you do have
to run a radius client which will send requests to your radius server. you may
use the ff combo:
client: portslave http://www.linuxrouter.org/portslave/
server: cistron radius http://www.miquels.cistron.nl/radius/
you can also try out the other popular open source radius implementations like
xtradius
icradius
freeradius
no. you do not need to install a dhcp server for ip address assigning.
if you use portslave, its config file will let you setup ip address assigning.
