portslave won't compile on 2.4 and it's not very effective in answering
modems (mgetty still better for that). you don't use mgetty with
portslave, portslave is a (poor) mgetty replacement.
to use mgetty with radius, you need a radius-aware PPPd. there was an old
version lying around (which didn't compile on kernel 2.2) but i hacked it
to make it work (basically i rewrote the radiusclient portion). i could
dig it out if you want.
