Oh gee, i don't think that's possible, even with non-C2 systems. Unless
you want to use a brute force cracker for each account.
A trick you can do is make a pam module that queries the old system with
the user specified name/passwd pair. If the old system says "ok", then
you can go ahead and create the user locally with that password.
I'm assuming the new system is linux or some other pam based system.
