NOTE: my thoughts on issues on the mailing list purposes and PLUG
membership and online voting are found here in that order, so please give
this some time. :)

Short version: I think we should NOT make another mailing list and should
instead talk about this in PLUG-misc.

Long version:

I decided not to blabber on about this anymore yesterday, because as it is
I did too much talking with that impromptu emcee'ing to begin with, then
with other things. Besides, we were running out of time and so much of the
crowd during the PLUG meeting didn't have anything to do with PLUG (yet).

I recommend the following setup for the mailing lists, and if this can be
validated by other PLUGgers, then maybe we can write up "official
documentation" in the lists.q-linux.org page since most, if not all,
subscriptions go through that, anyway.

 o ph-linux-newbie - the PH Linux Newbie mailing list, a place for newbies
   to hangout and ask Linux-related questions, or at the most,
   hardware-related questions to getting Linux to work. No fucked up
   Windows questions, and no BSD or Solaris questions that should go to
   the BSD or Solaris mailing lists, or at the worst, in PLUG as an OT.

 o plug - the main _technical_ Philippine Linux Users' Group hangout. This
   is where not-so-newbies, not-so-oldbies, and established oldies will
   hopefully hangout to keep them sharp. It's a place to talk about
   technical isses that relate to Linux, or Linux together with something
   else (so Orly's Linux + Solaris and LDAP shouldn't be an OT in PLUG).
   This is also where people can ask decently off-topic technical issues,
   like maybe a little about BSD or something. But hopefully we can keep
   these down. Bottomline: TECHNICAL.

 o plug-misc - the auxiliary Philippine Linux Users' Group hangout, for
   all non-technical discussions that the community wishes to discuss.
   While our Sacha and chocolate threads are a little too much for
   PLUG-misc and I apologize for starting these, we can diverge a little
   here if we have to (and most of the time we have to, or we won't have
   lives to talk about). This is also where we handle plenary talks on
   things like when and where PLUG should meet, or on who handles which
   advocacy teams, or what schools we'll be hauling to the dark side.
   Bottomline: non-technical discussions that the community needs to
   handle online.

 o #PLUG @ upcm.net - an online hangout, the true anything goes in real
   time. No rules other than the basics.


Rationale:

We already have too many mailing lists, I think, and the more we
diversify, the more people will stick to the "main" PLUG list and ask
everything there. As it is I don't think enough people are in PLUG-misc
because it started as a "Sacha mailing list". That wasn't a bad start but
like Ian said, we have to move on. And in moving on I think we should make
PLUG our community mailing list. Let's keep the discussions in the main
PLUG list at the technical level. (I don't think gender statistic
questions are supposed to go away. They are significant to the community
and can healthily go on in PLUG-misc).

We have yet to see Chris's reports on how many of the online
pre-registrants actually went, but I have a feeling a significant chunk of
pre-registrants were bogus. We cannot possibly tolerate such bogus entries
in an online voting setup. How do we get around this? I have some initial
thoughts.

First let's focus on getting ourselves SEC registered. It's been too long.

Then let's meet to elect a new set of officers. Those who cannot be
present should be able to send their votes in in advanced, perhaps PGP
signed (so get GnuPG everyone, hehehe).

With the new set of officers perhaps we can discuss issues like
membership. I do not know whether we should get a nominal membership fee
to keep the organization alive, but I think we need to have a database of
official members, with or without payments.

Why?

 o So that we know who to call to meetings.
 o So that we know who can vote.
 o So that we know who to give @linux.org.ph addresses when we can handle
   it.

Note that I don't mean to limit mailing list membership to members. But we
should limit voting to members. The org is the org. The mailing list is
the mailing list. PLUG the org != the collection of mailing lists. Until
we make this clear we'll forever be a bunch of geeks geeking it out in the
mailing lists. I doubt we'll get much done as a coherent body. (Although
Linux10 was great, much more has to be done so that the next conferences
will be handled with more unity so that less people like Chris will have
to go 48 hours without sleep).
