This error usually means that your "interfaces" line is incorrect. Your
interfaces line is commented out:
; interfaces = 192.168.12.2/24 192.168.13.2/24
but you might try adding one and see what happens. Here's mine:
interfaces = 10.0.0.21/24 127.0.0.1/8
You don't need to put the netmask (24 & 8), but it doesn't hurt. You
should also add a "hosts allow" line to limit access, unless it's behind
a really strong firewall:
hosts allow = 10.0.0., localhost
This is all just speculation, though. I've never seen the above error
(Failed when creating subnet lists) come up if "interfaces" isn't
defined, since it generally just binds to all available addresses.
Specifying the interfaces might help in tracking down the error, though.
