You don't even need a modem. As long as the
web developers have internet access, they
can connect to the ftp server via the vpn
software client securely.

Personally, I have tried microsoft, nortel,
and cisco vpn clients. Of all three, cisco 
is the most versatile, robust, and has the 
best features. The cisco vpn client even 
has a linux port.

Have been fiddling around with my freshly
minted dual boot(Thanks to morpheus! hehehe...)
win2k/solaris notebook, and there are freeswan
vpn tools for win2k so that you can be 
authenticated to say, a freeswan linux server, 
which can then give you access to the ftp server.
