are you building portslave from source or are you installing an rpm file?
i believe that the portslave.rpm file comes with (installs) /etc/server.cfg
but
looks for the configs from /etc/portslave/pslave.conf

if you installed portslave from an rpm, try copying /etc/server.cfg to
/etc/portslave/pslave.conf

i have attached sample config files for your reference.
