[plug] Proposed EMail System

I would like to ask for information/comments on the following:
 

If one were to set up an email system, say for several government agencies, what HW/SW/NOS/Telco lines/etc. would be needed?

What would be the proper comparison areas (cost, administration, speed etc) if one were to implement such a system using LotusNotes/MSExchange/Sun/OpenSource or other available systems?

What measures should be taken into consideration for its reliability?

Will it be beneficial (having a separate email system) as against using the commercial/free email?
