This morning, I drove my wife to Quezon City Hall so that she can pay the real estate taxes of the company she works for. She was there at 7:30 am and was number 20 in a queue that grew to several hundred later in the day. She finished part of what she came for at 10:40 am. She has to come back another day to complete her transactions.
My wife said that she was delayed because there was something wrong with the QC computer system. It seems that the person in charge of printing the "Order of Payment" was very apologetic and kept saying, "Pasensiya na kayo at mabagal. Nag hang na naman ho." I am pretty sure that Quezon City Hall does not yet use Linux. Is "Windows" the culprit here? Quezon City Hall is not delivering services promptly.
