JhAzEr, no, 'always_bcc' is not on a per user basis.  Once you edit /etc/postfix/main.cf, all emails sent to all users and all emails sent out by your users will be bcc'ed to an email address you specify.
 
your i.e., user 1, user2, user3, user4, etc....
 
if you specify user1 as your 'always_bcc' as in,
 
always_bcc = [EMAIL PROTECTED]
 
all emails sent to user2, user3, user4, etc, and all emails sent out by user2, user3, user4, etc, will be bcc'ed to user1. as well as all emails sent out and received by user1 himself.
