Ensure that owner2 is actually in group1. groups are not exclusive;
more than one 'group' identifier is active at any given time. For
example, as a member of src and audio, I can access my /usr/src and
/dev/audio simultaneously.

Try:

ssh owner2@somehost groups

to list all the groups owner2 is seen as belonging to.
