Some inherent problems:
tar + scp = messy. Execute tar and scp the tarred file. In most cases, migration doesnt happen in one shot. It takes time. Sometimes you want to test and warm up the new server first before committing your users to this new machine. The usual strategy is you put up both old and new servers first until the new one is already stable and then that's the time you can scrap the old one. In that case, tar + scp (or pure scp) is not an optimal solution. It is better to use rsync so that you dont have to tar and copy everything every now and then.
