Then gsmlib should be sufficient. Just see the link I gave you. Note that a GSM modem will be totally insufficient if you want to create a public mobile service (VERY high traffic). To do that, you'll need to lease usage from a telco's SMSC, and that is extremely expensive. And then you'll have to find or develop software capable of communicating with those SMSC's, which communicate using odd protocols. There doesn't seem to be any open source software (not yet anyway) that can talk UCP or CIMD with an SMSC out there sadly. The commercial solutions are prohibitively expensive...
