ummm. no it's not extremely expensive. if you have IP connectivity all you 
need is an entry in the SMSC's "hosts.allow" equivalent.

it's called Kannel.

besides which CIMD2 is not rocket science to talk. you can hack one 
together using Net::Telnet in Perl.
