Found a Solution to the problem with RedHat 8.0 and mysqld 

temp workaround is a entry for each host in the /etc/hosts

fix for what i can find is symlinking the libmysqlclient.so,
libmysqlclient.so.10, and libmysqlclient.so.10.0.0 from /usr/lib/mysql
to /usr/lib 

I have tested this and cannot get the problem to reproduce after
creating the symlinks. If i remove the symlinks the problem returns.
the only other thing that i did was rebuild the RPMS with the 2.4.18-18
kernel and added in the symlinks in the RPM.
