Basically, your typical clueless middle manager who was smart enough to
rise one level up the management chain but not smart enough to get
higher.  According to "the Dilbert Principle" people are promoted to the
level of their incompetence.  To put it another way, people who try to
work up the management chain will generally (at least in the US)
continue up the chain until they get into a job that they simply don't
have the competence to handle.  Rather than being demoted to the job
they can handle, they typically hang around in the higher job until
retirement, or so it seems.

This is of interest because your typical PHB is one level up the chain
and already unqualified, with the implication that the only role for
which he is likely qualified is the front line at McDonalds or
Jollibee.
