I don't think that being chemical in nature is the basis.  All chemical
reactions are the result of electromagnetic processes when you get down
to it.  The rearrangement of electrons in bonds is what causes chemical
reactions.  The true nature of what makes us human is much more
complicated.  If Turing is right and our brains are nothing more than
extremely complicated Turing machines, then there is nothing *in
principle* that could prevent a machine from thinking like a human.  The
only reason why they can't at the moment is that we still don't have the
technology to make machines even one percent as complicated as a typical
human brain, or even a monkey's brain for that matter.

If you want an idea of how complicated the whole question of
intelligence really is, try looking for Dr. Rodney Brooks's paper
"Intelligence Without Reason", which should be somewhere here:
