what Ian probably meant was:
"using their typical sms application, would they still need to connect to
an SMSC if they dont want fancy short numbers? what SMSC feature would
they miss if they stick to a GSM modem?"

SMSC-only Feature
1) Fastest send/recv of sms messages
2) Short Number and Alphanumeric Sender Numbers 
3) SMS Delivery Status (upto knowing if the SMS message has been sent
   to the recipient's phone) --> can be done using GSM modems afaik but
   the local cellcos dont enable it over the GSM network.
4) Billing (whether to charge the sender/recipient)
5) etc ...

PHP/Perl/Apahce/MySQL -- basically opens source tools you can build upon
together with kannel.
