cheapest video cards with passive heatsinks (fanless) are 
those based on the Nvidia Riva TNT2 or ATI Radeon 7000 chipsets.
take a peek at a sample model before buying to check how chunky the
passive heatsink is.
these cards wont cost more than P2k.

locally available PSUs that PC enthusiasts swear by come 
from HEC (cheapest), Enermax and Antec (most expensive).
these things now come with 2-yr warranties (on some stores), dual-fans,
better cabling for better airflow, better wattage and voltage rails.
these 350watt (and up) PSUs wont go below P2k a pop.
