With snap you can have more than one version to coexist unlike with apt. If you are bothered about the message. Try removing the snap version too. Apt update and install the snap again.
I would trust what VLC says internally though. But 2.2.6 is certainly not installed. Major head scratching. Ubuntu forums are no help.
