Common problem. What you are seeing is not an unusual way for cups to fail. There are a lit of fiddly settings that have to be set and if one of them is out of line, it all fails.
One of the reasons you won't find a huge amount of meaningful advice online is because this is a difficult problem to troubleshoot via the internet. You need to reproduce the setup from your other machines on this one. Simply changing the protocol may not be enough. Normally when you add the printer from scratch, you select the protocol, and it walks you through the other settings based on that.
