I applied to UVA in 2003 and was not accepted (900 applications, 30 spots -- the economy was in a world of hurt back then). UVA is a fantastic school for CS grad students. Charlottesville is a beautiful town. I walked through their CS building and looked at some of their research and was impressed. Having lived in Virginia for a short while, I can say that Virginia Tech has a reputation of being a party school, while UVA is definitely in the upper echelon. I would choose UVA hands down.
That being said, the research is quite crucial, since that's what you'll be doing primarily as a graduate student, so choose wisely! :)
