I've just re-tested the paul_jones URL and it is OK - so it must have been network problems.
Perhaps you could try again with "-verbose 2" which shows the progress from a .rpm to an URL with RTSP:// and if comms timeout very early on then I would suspect a firewall. A timeout would indicate a network/firewall block possibly on the app - Mplayer especially if the URL can be accessed from the browser.
