People who have seen the 10061 error message seems to blame it network related software typically Anti virus/Firewall such as Norton, ZoneAlarm, Macafee, Adaware, Spyware Blaster, Spybot S&D, Ghostsurf, Your Freedom or similar. There is also the possibility that your system is infected with some sort of spyware which is intercepting network accesses.
If you can stop all network related software, it might help to identify what is blocking socketwrapper.
