I'm searching for a possibility to (re)start Microsoft Visual C++
Runtime without rebooting the system.

You can't start a library. It's being used by the spotty.exe file and loaded when that executable is being run.

I'm running latest LMS with Spotty on a Windows 2011 Server problem is I
get frequently the message: There has been a problem running the Spotty
helper application. Please make sure you have the Microsoft Visual C++
Runtime (32-bit!) installed on your system.
MVR is installed but somehow it quits of doesn't starts correctly.

Are you sure you've got the right version installed? There are many different VC runtime libraries.
