I have noticed that sometimes devices will disappear from the devices
available list in the Spotify app. The only way to recover them is to
restart LMS. The most recent occurrence was after I reinstalled Spotify
on my phone and noticed only one Radio was present.

Next time this happens could you please check your system whether the spotty process was still running? There would be one process per playing client, or Connect enabled client. The plugin does check those processes and would restart if needed. But there obviously always is a black hole between checks. When it happens again, give it a minute or two. Then check again.
