As a matter of interest how long do you wait before restarting LMS? I vaguely recall people talking about the process needing a bit of time before the restart (this may, of course, be a false memory - I have quite a few of those...).
You could also try adding this repo to the list at the bottom of the plugin page. I have it in my list - I don't remember why.
